Take pictures of everything you can and simultaneously take screenshots of the flight radar page at the same time to demonstrate that the active aircraft you see leaving a trail is not on the flight radar map.
Take a picture of an actively flying plane (not just an old trail). If you see an active plane, leaving a long and extended trail that does not disappear… Make sure you take a picture of the plane in action along with a screenshot on flight radar as well so you have the timestamp of both.

I think it would depend on the language written in the bill/law. A few states have fairly strict penalties, some none at all. If they decide to get serious, penalties need to not only be heavy, they need to be enforced. The public will need to become heavily involved because proof will be needed in order to enforce laws. What I would do is take clear pictures of what you are seeing in the sky, and then take a screenshot of the aircraft you have identified on the map.
There is a difference between a normally disappearing contrail, and one that lingers and stays across the sky for hours.

The politicians are all actors, and if they break character they're dead. So if you were so astonishingly good at lobbying that you convinced a state legislator to go against their masters, you'd simply end their career, and possibly get them killed.
If you understand the significance of the infamous Deagle forecast, and therefore understand that our government wants most of us dead, and the remainder living as a forever slave class, then the solution is obvious. Are you going to ask the gang of murdering psychopaths to please stop poisoning us, or are you going to stop considering them a legitimate government, and cease all support for and cooperation with them?
But we're living in a time of global 'Stockholm syndrome', where people can't imagine not giving their life blood in support of the demons and their system called 'government' (the word means 'mind control') who rule every aspect of human life, and tell us what we must think on every topic.
They have the power to make the weather now because virtually everyone has surrendered their personal power to them, turning them into demi-gods. The only solution is to dethrone them via a mass rebellion, and then not remaking another tyranny in place of the current one. That latter part requires a dramatic shift in mass consciousness.

BTW, I think your enthusiasm and willingness to take action is a great example. We can do that at the same time we're learning more every day to better understand our situation and refining our actions to be more effective. Taking action that's personal and local is where the power is, so long as we're doing it in a self-empowerment way rather than expecting government or anyone else to fix things for us.
We've given our power away in ten thousand ways (including in the form of money, that represents our labor), and in doing so we've created a global class of demons so drunk on power that they now want the planet entirely for themselves, and are trying to get rid of the rest of us. The only solution is taking back personal power and completely severing all support, obedience, and attention to the demons, and they'll rapidly collapse once cut off from the life force of others. The more people look to the demons and their front-men for help, the more powerful they become. This modern, completely-dependent life based on cities, government (which includes corporations), technology, banking, consumerism, fake academics & science, and run-away personality worship is all designed to destroy humanity, and it's job is well done. The opposite is the solution.
Your question 'so what are you actually doing?' is a fair one. So I'll share a little bit of my past. I went deep into the system in my younger years, still naive enough to think that I could change the world, with a career in big-city policing, and then serving as a UN station commander and then command-level human rights investigator for the UN in Bosnia in the wake of the brutal war there. Within the corrupt UN system, I was both extremely effective on the ground and a rebel, which inevitably led me into a battle with the UN itself. A little bit of that battle was published by Colum Lynch, investigative reporter at the Wash Post, and my friend Kathryn Bolkovac who I worked with in Bosnia wrote a book (The Whistleblower) that tells her story there, and the book became a movie.
That experience lit a fire in me to investigate and understand the entire evil system on this planet, and I haven't ever stopped. The best I can do is to share what I've learned.
I do agree 'we the masses' need to come together & rebel TOGETHER. People need to first recognize that separation of political parties is nothing more than a 'divide & conquer' tactic. Add to that all the distractions of abortion, woke, gender, Trans, etc...

If we look at the truly important issues, such as money and the central bank (cleptocracy), international relations (via global terrorism), education (total brainwashing to produce cooperative drones), ever-increasing government restrictions of free expression and free thinking, ever-greater dependence on government, ever-shrinking standard of living, a medical system that profits on ever-increasing poor health, disease, and death, (supposedly) our own military profusely poisoning us from the sky and perpetrating weather warfare against us, or the long-term infiltration, subversion, and conquest of all power centers globally by the Biblical Satanic cult, with the end goal of murdering out of existence all non-members, it's blatantly obvious that both political parties in the US, and all significant political parties anywhere, are all working together, complicit completely. All of the 'differences' in politics is purely entertainment, to keep people distracted and confused. It's always been this way.

I think it would depend on the language written in the bill/law. A few states have fairly strict penalties, some none at all. If they decide to get serious, penalties need to not only be heavy, they need to be enforced. The public will need to become heavily involved because proof will be needed in order to enforce laws. TN is only state with a law, & if I'm remembering correctly, there is an amendment they're working on for stricter penalties. So far there are 31 states with proposed legislation, which is really good news! Thanks to people like Mellowkat, Dane Wiggington, Jolie Diane, and many getting the word out, there is real momentum building to end this madness!!!
